Mexico will never be stable with wealth so unevenly distributed.

Most of human history income was concentrated in a tiny elite and there was stability to the point of stagnation. In the modern world Cuba is stable and a tiny group control all wealth, same with the Soviet Union, Feudalism in Europe, 19th century Russia, pre modern Latin America. It's not income distribution, nor poverty that causes instability, but rapid change combined with rigid institutions. There are very few exceptions to this. Nothing was more destabilizing than industrialization and modernization. Drug and oil income in Mexico and oil income in the M.E. have caused serious unraveling of traditional institutions but they can't reravel into more stable liberal systems because Mexico has a centralizing political culture and a compliant population, and the M.E. doesn't have property rights nor the rule of law.
