Yes, there are. And they have been conditioned to feel no shame in collecting the benefits of someone else's labors. I've dealt with them in the past and they have NO sense of shame about it. In fact, many of them take pride in their ability to game the system to their benefit. Don't want to live in an apartment but don't want to pay rent on a house? Get a divorce and your (faux) ex-wife can now qualify for an emergency multi bedroom townhouse from the city housing authority for under $100 a month including utilities. Just make sure that you leave for your $50k a year OTR truck driving job before 9 am Monday and don't get back until after 5 pm on Friday and you can live virtually rent free!! I kid you not. I've seen it done.
