So where does the Federal gov't get the power to do things like, oh say, mandate 10% ethanol. I love the return to federalism, we see it works as in the case of California businesses making a mass exodus to business friendly states (and fiscally conservative) like Texas. I wish the founders had of written the 10th Amendment in BOLD PRINT so that it wouldn't be overlooked and dismissed.

That was true in some respect during the first couple of years. I was deployed in 2005 and had all my gear...though some of it was still green. By my last deployment in 2007, we had everything we needed and it all matched :)
Ammo usually wasn't a problem, except for some pyro at times and maybe 9mm every now and then. But 5.56mm, 7.62mm, and .50cal was always in supply
