Precisely. To Dems, it's not about whether a policy works or not, it's only about what wins elections and what doesn't. The Dems are always gaming the system, for they've discovered that whenever their policies don't work, they simply offer a steroid-injected upgrade of the very same policies that brought on the problems in the first place, and enough of the voting public buys their argument and votes accordingly. One heckuva scam, if you're allowed to get away with it.

They always propose "bold steps."

In this case, HUD wants to spend millions more to renew Section 8 housing vouchers that help poor people pay rent.
