It was all projections in the out years, The tears after Clinton left office, to be implemented by future congress in saving on budget they would pass. Guess what, Future Congressional Secession are not bound by projections of a sitting Congress, Unless those savings and surpluses are ensconced into law by the current Current Congress, They are just projections and do not have to be honored in any future sitting congress, So there were no Budget Surpluses, They had not been codified into law, and held no legal status.

There’s an epidemic in this country, something that has or will affect all of us in our lives. And the government needs to act to protect us from those who may do us harm. This plague is particularly felt in schools. The children must be made safe.
