First of all, not even close to 40,000 people are killed in car accidents each year these days. It's more like 30,000 if even that high. And of those killed in car accidents, not all are related to drinking. There are a lot of accidents caused by people talking on their cellphones or texting.

The Democratic majority leader, Sam Rayburn of Texas, educated him. "It has something to do with something that is called marihuana," Rayburn said. "I believe it is a narcotic of some kind."
