You need to do a little more research. The Fast and Furious operation did not use tracking devices. Bush tried to track guns going to Mexico with tracking devices, but as soon as they found out that the cartel spotted the GPS bugs Bush stopped the whole operation.This operation was called Wide Receiver and had nothing to do with F&S.
