Yes, but Carter was inept and in over his head. Obama is so dangerous because he is not inept, except at understanding the realities of his job and the mess he's made of it.

Oddly enough, Carter is one of the few presidents of note that Obama hasn't compared himself to. He and his spin doctors have compared him to Lincoln, FDR, JFK, Eisenhower, Reagan, and Clinton. I'm not sure about Johnson. The only 20th century presidents certainly not mentioned were Nixon (for obvious reasons, though he did get us out of Vietnam) and Carter. Since Carter is such a swell guy, I wonder why he's been overlooked?
