US Constitution, Article 1, Section 2, last sentence: The House of Representatives shall chuse their Speaker and other Officers; and shall have the sole Power of Impeachment. There's nothing about who is qualified or disqualified to be elected speaker.
That question was for george washington.
JTx - well, thank you for the research on Mr. Tepid Background. (What's his name, by the way?) As for who "we" are, l'm one who feels that it is a betrayal of the American principles our founders gave us to vote for any liberal in any election for any reason. Hang whatever label on me you wish - l wear quite a few at this point. Most of them prejorative.
"Republicans are not liberals, as you falsely attempt to assert." Was Mitt Romney conservative? Yes or no, please.
If we (" ") lose Graham's seat in the Senate to a strong independent conservative, would this be a good thing or bad?
If the choice facing you in the ballot box is between a liberal Republican, a liberal Democrat or a constitutionalist conservative, who will get your vote?
Anyone who votes for a liberal of any party in any election is only shoving Lady Liberty farther down into the nanny-statist muck. "Always vote for principle, though you may vote alone, and you may cherish the sweetest reflection that your vote is never lost." John Quincy Adams
The politicians who need to be defeated are the liberals. Giving your precious ballot to any liberal, in any election, is insane strategy.

If you see Paul, Cruz and Lee disdained and sidelined by their "fellow" Republicans, and if you see the nomination given to Bush or Rubio, will you ratify this with your vote? If the choice before you is between a New-Dealing Democrat, a Great-Societarian Republican or a constitutionalist conservative, who will get your vote? Elections really do matter. If we give our votes to liberal candidtates, we'll get liberal government. The past 70-odd years proves it.
