Actually, the government has a loan program called an ARC Loan. However, they give it directly to the banks. Max is for $35,000 with no interest. No payments for the first year and the balance is due over 5 yrs.

Here's the kicker...they don't give it to you all at once. They put it in your bank at $5000 per month increments for 7 months. What banks have been doing is keeping the money to pay for loans that a business may have with THAT bank. You can't use the money to pay any other bills. Helps some but the banks more.
Senate Majority Leader Harry Reid squeaked out a victory for Dems today when the Senate narrowly voted (62-30) to break a GOP filibuster on a "jobs bill" backed by the White House.  Five GOP Senators--including Massachusetts' Scott Brown--voted with the Democrats to move forward on the bill.

With the broken filibuster, the Senate will now proceed on the $15 billion bill aimed at creating jobs.  Politico reports:
