Oh, no. If somebody is an actual, bona fide terrorist and we can take them out, then by all means. However, this memo goes the extra mile - people who have not commit an act of terrorism can now be killed on suspicion that they may have been planning to do so sometime in the future. You aren't ordering their death for something they did - it's for something you think they think they might do.

Also, it is being applied to American citizens in direct violation of their Constitutional rights.
