The simple answer to Dr. Williams question is no. Law enforcement officers respond to potential criminal activity by having extensive knowledge about past criminal activity, where it occurs, and the demographic characteristics of its perpetrators.
Police officers cannot be expected to know the medical history and conditions or any suspect they are about to arrest. While the offense Garner was arrested for was pedantic, he had a long history of criminal activity, and minority business owners in that neighborhood had repeatedly complained about his obnoxious behavior toward their customers. The bottom line is Gardner brought this on himself through his illegal behavior and poor personal health practices. The grand jury did its job.
Promoters of the rape/sexual assault epidemic hypothesis are reaping the seeds of what they've sown by promoting drunkenness, the hook up culture, and a moral mindset which thinks any sexual activity outside of heterosexual marriage is culturally and morally acceptable.
This idiotic Columbia "scientists" will no longer be able to globe trot to their international climate change conferences if they can't fly there.
If Tea Party candidates are going to run against "establishment" Republican candidates, they need to do far more than whine about current government policies or votes taken by existing Republican officeholders. These candidates need to have a serious and substantive understanding of governmental programs, be committed to providing good governance instead of engaging in infantile scorched earth anti-government rhetoric, and offer intellectually credible alternative policies capable of appealing to a wide spectrum of voters.
