Sorry, but UCMJ actions are imposed for violations of the punitive articles as outlined in the Manual of Courts Martial, Part V. Having 2 years experience as the Command Legal NCO in a joint assignment, and processing the legal actions for all 4 services, I know quite a bit about this topic. Apparently Congressman Allen West sent the Congressional Black Caucus Chick-Fil-A six months ago, but with the latest controversy surrounding the company, the "incident" is being revisited.

A Democratic lawmaker says Rep. Allen West (R-Fla.) offended the entire Congressional Black Caucus by delivering Chick-fil-A chicken and biscuits to their weekly meeting -- and then walking out -- when it was his turn to provide the group with a formal lunch.
