Former military that are receiving benefits have already earned them. They don't need to hire anyone else. Do away with "gun free zones" and allow the teachers and administrators that are willing to take training classes and carry concealed weapons to school. They don't need to advertise who, if anyone, takes them up on the offer. Just the possiblity that someone may be armed would be enough to stop a shooter.
