This government unintended consequences problem comes about because the governing elites thing all they have to do is right their demands on a piece of paper and that creates total compliance by the unwashed masses. This is made worse by the fact that the governing elites seldom abide by the laws they pass, and when caught, they stall or cover up. Thaat tends to create te reasoning that "everybody's do'in it, makes it right" which is just soft anarchy. All that lends itself to is the 'every man for himself' mentality, or the street mindset, "that doesn't mean anything to me man".
There's a natural human impulse to help people who need a hand. In the political world, that often translates to an impulse to have government help people who need a hand. Who wants to argue with that?

But experience tells us that it's not always easy to help. Individuals' good intentions go awry. Government programs sometimes produce unintended consequences that make things worse for the intended beneficiaries.

Consider what could be called the three H's: health care, housing and higher education.
