There was no bill prior to passage. By using a obscure trick, 'reconsiliation' to pass the bill was one thing, adding one thousand pages after that process meant no one voting ever saw these cost skyrocketing provisions. Now that they see their constituents suffering the consequences of their cowardly vote, they think postponing the effects will help.
