Although he doesn't disagree with it, Israel Kirzner believes that the ABCT, as a macroeconomic theory, is not strictly Austrian. So it is no surprise that he did not bring it up since the gist of his keynote address was how Hayek and Mises ignited the resurgence in Austrian economics.

Revolution is an attempt by a relatively small group of people to gain control over the machinery that rules a relatively larger group of people. Secession is a relatively small group of people breaking off from the larger machinery.
