It seems to me that Obama is trying as fast as he can to create the impression that the law is long-established, and that it would be disruptive to declare it unconstitutional at this stage of its implementation. At least that's what he will say in June, and will look back at this as if this money had already been allocated and the IRS agents already hired and on the job.
