A NBC is a child "born in a country to parents who are its citizens, these are the natives or natural born citizens"- minor v happersett, 1875 US Supreme Court. the Framers did not want anyone born with foreign alienage as CiC. A "citizen of the US" is not eligible now either under article 2 which could be anyone, the Framers themselves were not NBCs

A "citizen of the US" would have to be alive "at time of adoption of this Constitution" according to Article 2. A 14th amendment "citizen of the US" who was "BORN or naturalized in US" would not be eligible for president either. Both parents have to be american citizens
Article 2 says "no person except a natural born citizen or citizen of the united states at the TIME of adoption of this Constitution is eligible for office of president". A "citizen of the US" is not eligible now which would include any "citizen of the US" in the 14th amd who was "born or naturalized IN US and under the jurisdiction".
