Depends on where you live in Canada. The lower mainland of British Columbia and much of Vancouver Island get little or no snow most winters.

Wrong - the Canadian gov't does not tax lottery winnings.
The Canadian government does not tax lottery winnings. He will receive the entire amount.
Most Canadians are okay with the system until they or someone they know becomes seriously ill. And, since socialized medicine has now been in place for decades in Canada, most have no idea what a good medical system looks like.
Another Canuck here - my dad died - miserably, I might add - in a room with four other patients. As bad as it was for my dad, it must have been pretty awful for them as well. When my elderly mother contracted pneumonia, she was parked for five days in a hallway as there were no beds available. We were told that this was probably to her benefit in any case, as she would receive more attention being underfoot than if she were tucked away in a room somewhere.
