Disenfranchising Citizens
Yes Pa Lost congressional seats in the last reapportioning.
But there was some justice in it. We lost a Liberal Congressman who was the victim of his own success. He voted for the Federal Section 8 Housing which destroyed the quality of life in his congressional District which then resulted in many of his voters to leaving the State.
