No, he is saying some people are not worthy of a respectful sit down (although he did offer to debate). How does one respectfully disagree with the comment that white people should be wiped out as a race? How does one respectfully disagree with a Holocaust denier. How does one respectfully discuss the concept that Bush and "the Jews" conspired to cause 9/11? The three cited examples are people worthy only of contempt and derision. Neither they nor the views they espouse are deserving of respectful debate, instead they should be shunned and marginalized. UNC's policy statement is foolish feel good politically correct crap.
