What in the world are you even trying to say? Are you suggesting that Mitchell was proposing that a large group of "explorers" colonizing the countries he was listing? Why do you presume that the only people who would not like to live a in a collapsed welfare state would be white? Africa is a mess because of tribal influences,and very poor governments left behind by France and Netherlands. Britain left behind good gov'ts, R.S.Africa and Rhodesia were very productive places under the gov't systems left by Britain,but once the Africans took over,it went to pieces.
Asians may be poor, but ther strong work ethic and family values are their strengths.
