Actually Sean, I think the problem is more basic than that. It is the basic human nature problem of "going-along-to-get-along mentality." Don't rock my boat ... don't get me involved in the politics, that many of us have experienced in any organization. Yes, I do believe that most would still go-along ... It's been my experience that most folks, when confronted with wrong doings, will choose the path of least resistance and not rock their own personal boat. In other words, at the level of personal comfort zones, most are apolitical and will not speak out. I speak from the personal perspective of a whistle blower myself.
