If I'm not mistaken, these 'buy up the crop' schemes never seem to accomplish the intended goal.
It seems to me that Political Correctness is the problem. Why not go in with overwhelming force and kill everyone who ever even considered being a jihadist?
Then we could build a few utilities and some schools and hospitals and leave.
A hundred thousand troops with construction battalions on the southern border for a few years might yield the kind of dividends that Americans can appreciate.
