Now this might not be reasonable for civilian cases, but it could be streamlined with laws that establish that the circuit courts be the top level of appeal and making the review an automatic process and mandating time lines for the review.
I agree humbleman. The system needs to be reformed, primarily in that we need to take away the ability for the lawyers to benefit so greatly from the delays and inefficiencies built in to the system. We can do this with a system of "automatic" appellate review for all capital cases resulting in the death penalty. We have precedent fort this in our Armed Forces Uniform Code of Military Justice (UCMJ) where all capital cases resulting in the Death Penalty and (I believe) Life imprisonment gets reviewed all they up to and including the Supreme Court.
