Every GOP congressman, and EVERY activist group, needs to activate OUTRAGE in the masses. Like the Dems, craft a CONCERTED, single compelling message (i.e. understandable to those who were leery due to economy but still voted him Mr. Obama). Launch it globally. Hire the best PR money can buy to figure out the targets and focus. Carefully, accurately and clearly explain that despite his calls for balance and working together, the WH proposal has retrenched dramatically. Show it for what it is.... either a sham or a power play, or both, but specifically DAMAGING, PARTISAN, ARROGANT, and contrary to his promises. Stay away from "transfer of wealth" and "socialist" wording... sadly, many want this.
