I have been asking the same question for years. What is the penalty for violating the law by not passing a budget? If your lawmakers won't act the people need to speak up. Maybe a taxpayer strike? Pay nothing until a budget is passed? Recall elections? Or are we just a bunch of sheep complaining but ultimately just waiting to be sheared.

Seems like the "standard" penalty when the Constitution was authored was removal from office. That'd work for me-and revoke his retirement pay and perks. He'll be fine without 'em.

Another problem with this: try telling a retailer you have a federal tax exemption when you make a purchase. It's their game and they make up all the rules.

Small problem with your plan -- most of the tax is automatically deducted from your paycheck and you would have to be proactive to stop it. The other part is what the IRS can do to you. I know, because I have had to fight them over claims they made that I hadn't paid my tax -- when they had already cashed my check.

The wags will say that a politician from Nevada does not commit misdemeanors, but I am in earnest. The difference between whether Dingy Harry -- as he is known by the eminent political scientist Dr. Rush Limbaugh -- shuffles off to a federal prison or merely pays a hefty fine is significant. I suppose we can leave it to the federal prosecutors to decide, but if he gets off on a misdemeanor...
