Go Read the Fox Polls internals it over sample Dems +11 (over republicans they also over sampled independents) and even with that skewing when you look at likely vs registered Mitt still wins by 4 points in the same poll. In other words if they'd have done the same poll but only included likely voters it would have been a 13 point shift to give Romney the lead.
