It is quite probable that the stand down was a local order and not directed from Washington. For an incursion (for lack of a better word) into a foreign sovereign country without a status of forces agreement with the US you will require a presidential order. It is quite probable that the first step in a two step process was taken, local forces were placed in a ready status and were required to prepare for a mission. The second step is the one not taken, look for a presidential order to actually carry out the mission be found to be lacking. If, after a reasonable period, the presidential order is not received the local commander may order his troops to stand down from their ready status. Just my take, watch for it.

All the forces available were not in the specified area at Benghazi and were outside the country in most cases. The Ambassador does not have the authority to order in the troops, that is a Presidential authority. Again, in the absence of a Presidential "go" order, the forces would eventually be given a stand down order by their commander.

Ask yourself why every General below the Chairman of the Joint Chiefs has either resigned or been reassigned after this debacle. Four Americans died while Obama watched and did nothing. You missed a part, if NO order from the President is actually sent out the default is for inaction (indeed, there is no other option). The State Department, JCS, and all the rest can do NOTHING until the President directs the action.

Obama did nothing (maybe watched, maybe slept, maybe made calls trying to raise campaign money, but did NOT send out the order) so the others, by law, could do nothing. The local commander would still have to issue the stand down for his troops eventually BECAUSE he got NO execute order.

Disagree, I was a SSG E-6 in Viet Nam. IF my men, that I'm responsible for get caught up in some kind of firefight, I WILL NOT wait for orders on high, I WILL get them out of HARMS WAY (or die trying) and then I will find out what and who was responsible and give them a verrrrry long piece of my mind, followed by sir, of course :)
