It was Congress who put all the loopholes in place.
Would it not be more fair to just lower the rates & close _ALL_ the loopholes?

You missed my point. I am all for tax breaks....if it spurs economic development and creates jobs. If, however, you look at what I am suggesting, much - if not all - of the government largesse that goes to the millionaires and billionaires like Romney and Koch via the tax system and other gov't subsidies go straight into their personal banking accounts. And, as the right wing implies about poor people receiving 'government entitlements,' these rich guys don't deserve it either. They are just smarter and rig the system with their lobbyists and lawyers so that their 'welfare' is not called...well...'welfare.' They are hypocrites, plain and simple. Give small businesses as much as they need....not the billionaires, though.
