This verse is in light of the response to the destruction of Jerusalem & what will happen to Babylon in it's time.
That it would be better that the children are killed before facing the wrath of YHWH as it is kindled against Babylon.

I've never thought that God condoned or any Jewish theologian actually agreed with this Psalmist. It was written by someone in excruciating agony. It was out of line. The fact that it was not edited out at some time just goes to show that the Jews were serious about reporting the good and the bad.
