.223 Remington (AKA 5.56 NATO, though NATO rounds are constructed to a slightly variant standard) doesn't count as high-powered (because those are anti-tank rifles, a battle rifle round like 7.62 NATO/.308 Winchester isn't high-powered either).

It is NICELY adequate to killing human beings, though, mostly since humans are, pound for pound, pretty much the weakest animal on the planet.
