In 1971, the US could have played hard ball with the UN over the attempt to force Taiwan (as the ROC) out of the UN--"they go, we go." But they didn't. The US-backed the PRC taking the China-seat in the UNSC and the UNGA, but did support the ROC staying in the UNGA, instead the ROC walked out--you can't fire me, I quit!

The US motion wasn't acted on and the ROC (well to be precise the Chiang Kai-shek clique as Resolution 2758 reads)was formally expelled, an organization it help found.

So, Obama is just playing the usual American game in regards to China.

And in case any was curious, China has just banned foreigners from Tibet until October, but those already in Tibet can stay. China will be celebrating 60-years of...
