In what way and who came to this conclusion?

The trials for the World Trade Center bombers and the Embassy bombers gave al-Qaeda the information it needed to plan an attack on the World Trade Center that was more likely to be successful and to switch out the cell phone Osama bin Laden was using so our intelligence services could no longer monitor his calls.

I can't wait to see what Al-Qaeda is able to do with the intelligence it is about to receive in open court.
