Both Europe and Canada have to find and solicit doctors from anywhere in the world they can find them. Naturally the standard and quality of healthcare goes down because some of these doctors aren't qualified to put on a band aid. Also, very often there is a language problem. When Obama said you could keep your doctor he was not lying. On paper and your medical records your doctors will be the doctor of record. Whether or not you get to actually see your doctor of record is another question. Most of the time you have to see whomever you get to it a doctor, PA or nurse.
