Manchin is a corrupt in his own right. He has introduced legislation to overturn an FDA approved drug for the benefit of a company run by his daughter ( also a major campaign contributor).

I always considered Robin Hood to be a tax protester. He robbed from the taxing authorities and gave it back to the overtaxed.

Correction, the link provided by OldTimer goes to a certified copy. So now we have two certified copies, one with the paragraph and one without. Curiouser and curiouser.

While I was able to find the paragraph in many places, the one place I could not find it was in the PDF version on the Government Printing Office site. http://www.gpo.gov/fdsys/pkg/PLAW-110publ246/pdf/PLAW-110publ246.pdf This version is the only one I could find that was "Certified by Superintendent of Documents, United States Printing Office". So, does it mean anything that the certified copy does not contain the paragraph and the uncertified copies (including HTML copies at GPO) contain the paragraph?
Manchin has his own brand of hypocrisy. He introduces legislation to destroy one company so that it won't compete with the company run by his daughter.
New Yorkers always boo politicians at sporting events.
All housing is affordable. If it weren't affordable, people wouldn't rent it. If people didn't rent it, the landlord would reduce the price until people could afford it.
I nominate Manchin of W. Virginia. He just introduced a bill that would bankrupt a competitor of his daughter's company ( also a major campaign contributor).

It's all explained in the book "Extortion" by Peter Schweizer. They will extort contributions in order to kill the bill.
While NYC schools need improvement, that 80% statistic I taken out of context. I is not 80% of all High school gradates, but 80% of the 13,000 high school graduates that took the test for Community College admission. If you follow the link to the cited article you will see the following, “Officials from City University told the news station that 79.3 percent of graduates, or 10,700 students, who arrived to take a test to get into community college last year failed and were required to relearn basic skills that should have been taught in high school.”
