According to the FBI (2007 statistics):

About 28% of all persons arrested for all reasons in the US were African American.

29% of all persons arrested for burglary were black.
39% of all persons arrested for violent crime were black.
33% of all persons arrested for rape were black.
50% of all persons arrested for murder were black.

The percentage of arrests of black americans under the age of 18 for violent crime are even higher.

According the Census African Americans make up not quite 13% of the population.
