I am shocked - SHOCKED! - that you would say Brady doesn't need these people! It is evident you simply do NOT understand the government system! How else can you get a necessary pay raise to show your - ah - abilities when you have gotten as high as you can go? You HAVE to increase the number of people under you so you can get that next promotion and pay raise! That is CERTAINLY worth the millions of dollars, etc. it would require to hire these people! Poor thing. I suspect she doesn't make a penny over a quarter of a million a year. You have no sense of sympathy for the needy at all.
