Not true. A child born in another country has dual citizenship until he turns 18. At that time, he MUST declare which country he is a loyal member of. Obama didn't do it.
But a child of military parents is automatically the citizen of whatever country the parents are from at birth.
On the other hand, if you are adopted by a parent from another country, you are a citizen of that country. For instance, if a Chinese (Russian, Hatian, etc.) child is adopted by American parents, that child is automatically a citizen of the US.
