You've raised excellent points and I think we need to get down to the REAL issue: the government is upset about the "expense" of people in long-term care no matter what the diagnosis is.
So the SOLUTION is obvious: get the government out of the issue. Government, in fact, DRIVES UP the cost of everything.
If we were to move to a FREE MARKET health care system, the only semblance of which we have in the US is the LASIK procedure (costs have dropped over 1/3 in the last decade proving Milton Friedman, a REAL economist, correct), we would see decreased costs overall and it would be VERY possible for the individual and reformed private insurance to allow for plans that WORK.
