What does tort reform really mean? It means you don't care how many patients are killed or maimed - the perpetrators, aka quacks, shouldn't have to pay the victims (or the victims' families) one cent for killing or maiming them.

By the way did you read about your god Bork who sued Yale for $1 million for the famously frivilous "slip and fall" tort when he fell of the stage he was talking from? A million bucks 'cause he hurt his leg!
