It doesn't even take a ConCon. All it takes is one branch of the federal government (or 26 states) declaring the 16th (and 17th) Amendment unconstitutional and revoking the power to tax income.

The power to declare constitutionality does not lie only with the SCOTUS. It resides in every branch, and with the states, and the people.
