Rhode Island has a more draconian law than even MO. You don't hear about RI because it is a blue state. MO is a purple state so Obama has to be careful. As far as the employment elements of the MO law are concerned, the Supreme Court has agreed to hear Chicanos Por La Causa v. Napolitano next term. The case has to do with penalties for employers hiring illegal immigrants. The 9th upheld the law. If it is struck down, MO's law will also fail, in either whole or part. I'm uncertain about the education portion. In Phyler v. Doe, SCOTUS held that a state couldn't prevent illegal immigrant children from attending public schools. I think that the Court would likely extend Phyler to include public universities. The education...
