How should the U.S. prevent terrorism?

(image) Following the tragedy in Boston and the al-Qaeda sponsored attack in Canada that was foiled earlier this week, how should America prepare for future terrorist attacks?  Wars in Afghanistan and Iraq have started to draw to a close, but last weeks incidents suggest that the war on terror is far from over.  Numerous security measures have been proposed in order to curb the random, seemingly undetectable acts of terror that have sprung up in recent months.
