This photo taken March 22, 2013 shows an Afghan military base, left, and an American military base at Camp Garmser, Helmand province, in southern Afghanistan. The epidemic of deadly insider attacks by Afghan forces on Americans is ebbing slightly, the Pentagon says in a report to Congress, in part because the uneasy allies have become better at spotting the enemy within, but also because the Americans have taken better measures to protect themselves, like the new high walls and barbed wire that divide U.S. and Afghan bases where troops once mingled relatively freely.
