FILE - This April 15, 1964 black-and-white file photo shows Sen. Harry F. Byrd, D-Va.,left, and Sen. Olin Johnston, D-S.C. in a Senate cloak room on Capitol Hill in Washington as the debate on the House-passed civil rights bill moved into its 31st day. Byrd, a conservative Democrat turned independent who followed in his father's footsteps, has died. Byrd's son, Tom Byrd, is president and publisher of The Winchester Star.
