In this June 20, 2013 photo, Otis McDonald, 79, looks out the window of his home on Chicago's South Side. McDonald was one of the plaintiffs in the lawsuit that ended with the U.S. Supreme Court tossing out Chicago’s ban on having guns even in your home three years ago. As Illinois Gov. Pat Quinn mulls whether to sign off on eliminating the nation’s last ban on public possession of guns, the question in Chicago is whether it will matter in the crime-weary city where a spiking murder rate drew national attention last year. McDonald is in that segment of Chicagoans who believes more guns will allow people to defend themselves better. (AP Photo/Scott Eisen)
