In this March 28, 2009 file photo, homes are surrounded by floating ice and floodwater as the Red River continues to rise in Fargo, N.D. Federal Emergency Management Agency officials are frustrated by the number of people in the Red River Valley and elsewhere in North Dakota who don’t have flood insurance, citing the state’s history of presidential disaster declarations. The number of insurance policies in flood-prone Fargo and Cass County, where residents have battled flooding along the Red River and its tributaries for six of the last eight years, dropped by more than 40 percent from 2011 to 2012, FEMA officials said.
