This Oct. 24, 2012 photo shows garbage floating on the surface of Dutch Kills, a navigable tributary of Newtown Creek in New York. Newtown Creek was added to the Superfund National Priorities List in 2010 for pesticides, metals, PCBs and volatile organic compounds.
